I know it doesn't seem fair, but there are some very sound reasons for a policy like that. The first is, employee theft. They can't prosecute a minor- bottom line. Secondly, a business has to pay for insurance coverage for their business- whether it be worker's comp or not. Their rates are much high for people under age 18. It's just a matter of economics.

Absolutely.
The business BELONGS TO THEM. Thus, they can determine that they will not hire anyone under 21, for that matter. They have no obligation whatsoever to you, except what is stated by law.

Depending on what the store may be selling, it may be illegal for them to hire someone under a certain age.

Yes, it is fair. It is their choice. There may be alcohol or cigarettes for sale that a cahier is not allowed to ring up, and such.

As an employyer, I don't want anyone handling money who isn't of age to be legally responsible for their actions.
