It's either Milan or Paris, definitely not London.
But you (subconsciously, I suppose) said something right: although inside Italy Milan is top, Italy is the best for fashion when you take the entire Nation, compared to any other Nation.

Italy hands down. Paris is overrated, I don't like Parisians style. London innovates, but still it's not the strong point of English people

All three have high fashion, so it depend on which designers you are interested in, (or you can show.)
Most top models will work in all three and a few more places.
