Since women have limited time to find a good man and have kids they need to mature at an earlier age right?
Men pretty much have their whole life to find a woman and reproduce. And if not our whole lives... a MUCH longer time that women have.
Is this why?

Sort of. The phenomenon you're referring to has more to do with the realities of the marriage market and people's "value" as a potential spouse, to put it crudely. However, you are right that the brains of teen girls mature at a rate ahead that of teen boys. A girl of 18 has a brain as sophisticated and "mature" as a boy of 19 or 20. By 25 or so, it all evens out.
Why is this? That's a very complicated question with many possible answers. Perhaps you are right that it is partially due to the fact that teen girls might find themselves suddenly responsible for a baby, while a teen boy may be fertile, but is unlikely to become a primary caretaker to an infant. So the girls had better have a fully-developed, "mature" brain in order to be able to put baby's needs before her own.

What makes you think that all women are even looking for a man or want to have children? You're talking about a window of opportunity that can be as long as 50 years. If a woman hasn't "found someone" and is older, chances are she never really wanted those things anyway. Besides, I don't understand why men seem to think they have all the time in the world. Studies have indicated a risk for certain birth defects for children fathered by older men. Even so, why would an older man even want to have young children running around anyway? He often doesn't have the energy to keep up with them and besides, he'll be mistaken for their grandfather.

Quite possibly, but it is only about 2-3 years, whereas a man is fertile for up to 30 years longer! Our eggs are there when we are born, your sperm gets made all the time, stands to reason that the eggs are going to go first.
