18 year olds are legally considered adults. Anyone under the age of 18 is a minor. Minors cannot enter into legally binding contracts (leases for renting apartments, buying a car, etc...).
The only exception I can think of is that I was 17 when I went to college. I lived in a dorm -- not sure if you consider that to be "living alone" or not.

If you are legally emmancipated, proving that you can financially pay for the necessities of life on your own.
However, finding an apartment would be very difficult since you are not able to enter a binding contract under the age of 18.

Certainly in the U.K. you can live alone from the age of 16, hoever your parent or guardian should agree to it. It's not an easy path and financially it can be very difficult, most younger people don't earn sufficient money to pay rent, council tax etc. and still buy clothes and go out, but certainly it's possible and legal. If you are capable of supporting yourself: food, shelter clothing, etc., and you can prove it ( a job, pay stubs to show you have adequate income). You can go to the court system ( a lawyer) and ask to be emancipated. As an emancipated minor you become entitled to all of the privileges of an adult like bills, debt, the ability to be sued etc.

CAN they? Millions of african orphans do! But do you want to live like that? Sure, but they are going to have plenty of trouble. For example they wont even be able to sign a lease agreement as it wont be binding. They cant enter a contract for a car..or anything else.
They should really consider a good adult mentor to live with.

Yes. But you have to have an over 18 guardian or parent allow you legally.
You can also be immancipated, where you are legally classed as an adult.

Yes, if they can prove to the courts they are capable of taking care of self. Many get immancipated from parents and go to work.
