It is not as bad as "popcorn" texture but it is still a problem?

you can unsually just wet the texture with a spray bottle with some fabric softner in it. let it sit for a few minutes, then scrape it off with a large drywall tool. this way, the dampness loosens the texture and cuts down on the dust. you should be sure to "seal" the room off from other rooms by taping around doors and sealing AC and heating vents. open a window for airflow!

Let me add to Onegirls answer. The big box stores sell the wide scraper with a bag attachment to catch the scrapings. You could probably figure out how to make it your self. If you keep the ceiling damp and catch most of the scrapings, extra dust will be minimized.

Take a big bottle of warm water and soak the ceiling gently, then with a wide scraper gently scrape the top layers off, it works well, we've used this technique for years, no "sanders" are required.
