Hey what about Lyndon Johnson. He was also elevated to the Presidency. We're still scarred by some of his policies. Foreign policy - escalation of the Viet Nam war. Domestic policy - "the Great Society" i.e. welfare expansion.

It's really hard to judge, he's so secretive no one really knows what he does. I can't name 1 thing that was his idea or policy, but I imagine he's responsible for quite a lot of things.
Al Gore wasn't much of a vice president.

Spiro Agnew was pretty bad.
However, his resignation was a result of tax evasion and money laundering, small change as compared to what Cheney has done.
Agnew never put the Constitution in danger.
