Cookies and the Cache, (Internet Cache) are related, but two seperate types of Internet Files.
Cookies are small text files which are used by websites to identify your IP address, but usually do not provide any personally identifing information. Some Cookies are malicious, in that they are actually spyware. A good anti-spyware program will take care of these types of cookies, either blocking their download completely, or removing them in the background.
The Cache is your Temporary Internet files, which is used to store all the websites you have visited since the last deletion. I set my browser to delete all Cache files upon close of the browser, this way I don't need to worry about manually deleting them after they pile up. However, these Cached webpages come in handy when the browser is directed to a page recently or commonly visited, as the browser looks first in the Cache, and if it is there, it displays it from that location, rather than going to the Server for it. If it has been unchanged, it never needs to visit the server, and these two things cause a quick serfing experiance. As you serf to webpages in your Cache, the browser will see if that page has an update, and if so will apply it in the background. I prefer to not use Cached webpages, but this is a personal choice, as you can see, these files have a good use.
If you wish to set your browser to delete the Cache automatically when you close it, go to Tools--Internet Options, select the Advanced tab, and scroll downn to the Security and locate, Empty Temporary Internet Files Folder when closing the browser, and simply put a check mark in the box in front of it. From then on each time you close your browser the Cache will be emptied.

Not exactly.
Cache is all sorts of files that are usually parts of Web pages.
Cookies are little files that web sites put on your computer. There are different buttons for clearing cookies and cache in Internet Explorer. Look under Tools
Internet Options
Browsing History. Hit the Browsing history button and the options will show in the latest IE.

When my antispyware clears my "cache", it also clears my cookes that I have classified as bad. I save the good cookies, because you can open the webpages faster. The bad ones, tracking adware type cookies, I delete.
