if the number of hours are equal then your cumulative GPA is about 2.8 (2.0+3.6)/2

GPA doesn't usually transfer to the institutional GPA at the new college but it does indeed count as a part of your collegiate GPA. When you apply to a new college or graduate school or certain scholarships or academic honors etc... they ask for transcripts from every college you've attended and calculate your GPA from all of those. People who tell you that "grades don't transfer" are only sharing part of the story.

As you apply to transfer, the new school is going to see that you did indeed do a 2.0 the first and a 3.6 the second. They're going to look at what classes you took too and see if there's a reason you were a 2.0 or if your 3.6 was "an easy load". They will be favorably impressed that you were able to recover to a good GPA after that first semester.

you have to include how many credit hours you took for each semester to calculate your gpa - and gpa does not transfer over to another university.
