I assume that homeless and the poor tend to steal toilet paper and paper towels but does anyone have a good answer?

It's like the candy dish at a secretary's desk, your not supposed to take it all, but you can. My life would be complete if I saw someone shove a loose roll's worth into their pockets.

I was thinking we should sell a device that has reusable rolls whereby you slide a few sheets into the rollers and press a button and a motor spins the roll out of the dispenser into a fanny-pack style compartment. You then leave the bathroom and no one's the wiser. Except for you.

I’ve kind always wondered the same, but it wouldn’t shock me if some cheap-@$$ wouldn’t steal it.

It always makes me think back to the time my buddy John stole an entire industrial sized box of TP from McD's back in high school. That was a great Halloween.

Someone would take the whole roll if not locked up.
In Europe in some places they have toliet matrons who hand you a small sheet of paper after you pay them to get into the toliet. It is best to bring your own since they don't give you a large enough piece to do any good.
