Is a FROG considered heated square footage if it has heat and air installed, basic flooring and walls, but is not completely finished i.e. no top flooring or carpet and no paint on the walls?

No, it is not officially square footage until after it has passed inspection.

I never seen homes listed with heated square footage, I have seen total and living square feet. But that doesn't mean it doesn't happen in other areas than mine.

In descriptions I have seen listed as exp 1200 sq ft of living space plus and addition 400 sq feet unfinished with heat and air, or this and that..
