If you have a nice body, yes show it off!
My son wears tight pants that we buy him in Europe.The girls in the dance clubs love to grab his bottom as they pass him.
I don't think he would get that sort of attention in baggy, saggy rags.

It truly depends. I'd have to say that i don't mind it, but sometimes when guys who shouldn't be wearing skinny jeans wears them, it's not that appealing.
