Several things could cause this. Bettas build bubblenests as noted, but so do gouramis.

It can also be caused by too much dissolved organic debris in the tank - this creates a film across the top of the water and doesn't allow bubbles produced by your filter or airstone to pop as quickly. Sometimes the film is created just by the type of food (as is the case in my own large catfish tank) or by not doing large enough or frequent enough water changes. You can test the food by placing some in a container of tapwater overnight and seeing if there's an oily film (like what you see in parking lots after it rains) the next day. The tank should get 25% water changes on a weekly basis, using a gravel vacuum to clean into the gravel at the bottom to remove any feces and uneaten food that can decompose and cause this film.

It's also possible it's caused by the water conditioner you use. This is another easy one to test, just add a few drops to water in an old soda bottle and shake.

If this film is something caused by food or the water conditioner, you can use a surface skimmer (http://www.thatpetplace.com/pet/prod/215642/product.web ) which attaches to almost any hang-on-tank or canister to remove it.
