The "t" stands for Tier. With tier 3 that I have my speed test runs at 30MBPS download, with 1.5MB upload (pretty damn quick) IF you just want to surf the net, get DSL or cable, if you want to play games and do a ton of downloading, get t2 or t3

the only guaranteed speed an ISP can give you is the speed (bandwidth) of the last mile of your circuit.
