Sure; he has to operate outside what people consider sane and legal to do what he does. On the other hand, he's fighting pretty much what everybody thinks needs to be fought.

Batman rebels against the established justice system of Gotham City, as he takes it upon himself to play judge. He is fueled by the bitterness of his own heart, and mistakenly avenges his parents' murder upon the adversaries of his own choosing. Like most cities in real life, Gotham is corrupt, and is riddled with businesses and people subject to crime, violence, bribery, and extorsion.
As an orphaned rich kid, Batman obviously can't think of anything else better than self-righteous heroism to do...and he has ample means of doing so. Perhaps rebellion is his destiny... but look at your history books: rebellions are destined to fail.

Yes he is. He is a vigilante since he takes on crime rather than letting the criminal justice system take it on. Technically that makes him a criminal himself. But, the police have accepted his help instead of prosecuting. He rebels against the system because he sees it as defective and thinks he can do better.

I don't think think that he is rebel because there a lot of vigilanties out there.

Also, I have always wondered why he recurited young childern to ack as sidekick .

Yes because he frequently just kills the criminals himself rather than going through the legal process (jury trial, etc.).
