that is very much debatable. if his network is secured and you hacked into it, then yes it is illegal. if it is unsecured and you're just piggybacking, then yes it is kinda illegal, but its more like you're borrowing it in a way.
its like he left his front door unlocked and open for anyone to come in and use his stuff pretty much. and since its difficult to track anyone through their IP, as any IP that someone finds is just the ISP, then he wont even know its you.
and besides, a network is just a group of computers that anyone with the accessablity can get into. and since he has no security, then that would imply that anyone can get it into it.
as long as he doesnt call the authorities then its not illegal in my book lol. but seriously, dont take advantage of people like that, especially since he probably doesnt know whats going on and anyone with an intention to hurt can access all his files and personal information. if i were you, i would alert him to whats going on and have him call a professional to fix it, or if you know how, then do it for him and earn a few bucks

That's a good question, I've wondered the same thing myself. Regardless of where you get your connection it is up to the person transmitting the connection to firewall it and secure it. I would say it is illegal.

It is illegal if your neighbor doesn't know about it. For example, if you download illegal music, he is liable for it since its using his internet connection.
Recent case in Ohio of someone in a car sitting outside someone else's house using their internet connection was found guilty and fined $250.

I'm not sure about whether it is legal or not. I think each state/province/country has its own rules. I do believe the polite thing to do would be to ask your neighbor's permission first.

In simple terms, yes it is illegal. It's called connection theft. The signal doesn't belong to your neighbor, it belongs to his isp.
