I'm not a Clinton fan, but my guess would be Bill Clinton. Wasn't he a Rhodes Scholar?
However, your implied point is somewhat moot. While we would like our President to be intelligent, it is not the only prerequisite for being a good President. If it was, we could just give the Presidency to the person with the highest IQ every 4 years and save ourselves from the electorial process.
