There's plenty of ways of sticking teflon to a pan that would have nothing to do with the average usage of a cooking pan. I don't know the specifics but let's just say they forged it on there with like 1000 degrees of heat for the sake of argument. Not cooking too many burgers at that temperature are you?
They scour aluminum pans.
Apply several coats of a teflon gel or liquid on top of a primer that is a closely guarded secret.
The pan is then heat treated at 800 degrees to finish.

Teflon does have the lowest known friction rating of any solid material. the way they get it to coat a pan base, involves sandblasting to make tiny scratches, then a thin layer of liquid Teflon is sprayed on so it flows into the scratches.then it is baked at a high heat to cause the Teflon to harden, then it is coated with a sealant and baked again.

They sand blast the pan so it gets a million of tiny scratches, then put on a layer of teflon. The teflon layer grips using the scratcehs

stuff does stick to teflon, put a puddle of superglue in your pan ;)
Good question though, i don't know the manufacturing process.

it doesnt even stick to the pan...lots of black bits in your food after you use one for a while...i quit using them...
