I would say she is paranoid, and there are some people out there that are other wise sane, but can be paranoid about things, when I am talking to a certain friend of mine on the phone, she always thinks we are being recorded,,,,and this is so funny, we are two women in our fifties, and only talk about family and our diets ...just everyday boring things, but she is convinced people want to record her calls.....now that is paranoid, and she has been like that for years....the government must have a lot of time on there hands if they want to record calls from one old lady to another

I highly doubt this is a Narcissistic case, only due to Narcissism being a mental disorder associated with ones vanity and merit, not failed choices and stalking.
If any thing it could be a paranoid case alone, or adjoined with Histrionic. Paranoia involves the ideology of one stalking her/him, and subsequently causing failure. Due to this person not taking self blame for incidents of lost jobs and getting to graduate school is Histrionic, evidently the cause of her not making her own decisions and cautious of the faults supposedly "caused" by others. Since it has been 10 years of the actual incident happening, it could have broaden the disorder or made is smaller based on the amount of her thinking of it and/or mentioning it. You should definitely have a talk with the person, and if you see it as serious get an appointment with a therapist. Good luck!

Different ones to yourself, it seems.
She seems to have issues with causality and problems identifying responsibility for the correction of issues...... Rather that it lies with her and not others. She needs to learn to take responsibility for her own life and wellbeing, as frankly nobody gives a sod about her but herself.
As for you....
This would just be a guess.... but your question smells of patriotism.... and that is a far more severe psychological issue than a bit of irresponsibility.

She's very self-centered and egocentric; needs to get over herself and live outside the box a bit. Sounds rather paranoid.

That's actually associated with Narcissism in so much as she believe all her problems are someone else's fault. Obviously I would need a LOT more info than just that... but it's a start.
