You shouldn't be administrator on the computer for most operations including download. Regular user accounts, unless severely locked down (which is not the default) have enough permissions to download files.

You don't unless you can sign in as admin. half of people tend to move their lips as they type. Nest time the administrator logs in look closely at his lips as he/she types.
....and be careful.

THERE ARE SOME SOFTWAres out there that run when you restar your pc from like ze floppy ro cd
it will help you reset the admin password
