It appears that I need new rear shocks because someone hit the back of my wheel. I have a 2004 Toyota Solara and shocks is running between $900(self owned) and $1200(dealer). This condition is wearing my back tires out quick. I have bought two set of used tires is 3 months and they keep going ball. Also my steering wheel is off and the back of my car wiggles when I go over a bump or rain out side. I cant afford them right now. Some people say I just need an allignment. The dealer claim they cant do an alignment without doing the whole job. Is that true? Is it safe ? For some reason I think if I get an allignment it will fix the problem.

I would get the rear struts replaced and then get a 4 wheel alignment.

Worn shocks can not cause the kind of wear you describe, they would cause cupping. The accident has caused mis-alignment in the rear suspension. I'm assuming your rear suspension is struts, in which case, if the struts are bent, they must be replaced. If the bend is elsewhere, then that is what needs replacement or straightening. Ask whoever looked at it if the reason they want to replace the shocks is due to damage or wear. If it is due to wear, that will not fix your problem, so find someone who will find the problem first, then fix it.

If the rear of your can wiggles like your saying I would at least put the new struts on and then go get an alignment. You can buy aftermarket monroe struts from advance for ALOT cheaper. I just replaced my neighbors 2 rear struts for a 04 camry and they cost $110. a piece.
