Being submerged in water and being submerged in dirt are two different environments entirely. Water has no organic matter or nutrients as soil does. Depending on the container of water there will be light, little to no light in dirt. Different environments.

Seeds may sprout, but don't think they'll grow. Most likely rot before substantial growth is attained.

If you're just trying to germinate the seeds, put them on moist paper towel in a clear zip type bag, on a south window sill. When you see root and leaf sprout, transplant to soil.

No, they will drown and rot. Put in moist soil
