I would recommend looking more closely at three parts:

(1) The portions of "the book" (the Emmanuel Goldstein underground book) that are read in part 2, chapter IX.

(2) The discussions of power related to the torture portions (part 3, chapters II and II).

(3) The discussions of the use of language, in particular the Appendix, "The Principles of Newspeak." Orwell was particularly sensitive to this issue; his essay "Politics and the English Language" tackles some non-fictional issues related to it.

I don't think there is a "right" answer here, as to whether the Party can be defeated. But certainly the book is more concerned with the measures the Party is putting in place to make that defeat less likely.

You could argue that eventually it would collapse, probably from internal deterioration after it appeared to be "safe." However, I think that argument would have to be made by stepping outside the book, into an historical perspective.

I don't think so, it's just too powerful, and the people are too defeated and ignorant to fight it. The main character, the one who wants to challenge the system, only found out the truth through an elaborate entrapment scheme by one of the party higher ups. In other words there wasn't even an underground in place to carry on the fight. The only way the party will go down is through internal rot like how communism fell. I think that's one of the points of the book--if we aren't vigilant and active about stopping fascism now, when it's in its infancy, we might find ourselves in a position in the future where it's too entrenched to stop.
