The Vegas sign is on Las Vegas Blvd south of the strip. It is located on the medium south of Mandalay Bay. If you stay in the left hand lane in either direction you can turn off onto the area so you can get out of your car to take a photo if you wish. Real popular for wedding photos. Be careful pulling back onto the street.

I don't know what 'Kilt' is.
The famous 'Welcome to Las Vegas' sign is located about a quarter mile south of Mandlay Bay, facing the south in the middle of the median.

Years ago, the city was going to replace it with a large hi-tech sign. That was voted down and the old sign still stands.

Get off the I-15 at Russell Road east, and turn left onto Las Vegas Blvd heading north. Bingo.

There is also a new replica welcome sign on boulder highway just north of Tropicana.
