he inserted a buckle force meter to check blood pressure.so,my doubt is that, he inserting to every patients without any cleaning.so is thre any chance for infecting hiv?i tested just once with him and i scared about that procedure.so,please clarify my doubt?

This doesn't make any sense at all.

Your doctor put something dirty up your penis to measure your blood pressure? If that really happened and it should not have, then yes, I think that you could contract HIV, the virus that causes AIDS.

Go get tested....

Never heard of a buckle force meter, and have never heard of blood pressure being measured by 'inserting something'. Usually blood pressure is taken by a wrap around strap which goes on the arm! If it done on the arm by form of one of these cuffs then it need not be steralised after use.
