How are tenders and repurchases reported on the income statement, and where would they appear?

When you invite or submit tenders, you don't make any accounting entries. You only make them when you've awarded or been awarded the tender and have completed the task. What are repurchases? Are they like purchases? If so, they'll go into inventory until sold at which time they'll go into the income statement as COGS.
