of tall buildings? When I think of what happened at world trade it only seems obvious if people were trapped and jumping out from huge heights that this might be a precaution for the future to give people half a chance?

So you're going to give parachutes to people who have no training, what so ever, in using them. They are going to smack against buildings, foul the chute and plummet. They are not going to be prepared for up drafts that buildings create. They are not going to know how to steer. I suspect you'll lose an incredibly high percentage of people who try it. B.A.S.E. jumping is actually pretty hard and should only be attempted by experience sky divers.

Okay, so a couple of people might make it out of a major fire and others who would have died from fire die from falling. You might be tempted to say "well, at least we saved a few". But consider this... what happens when you have a minor fire, one that can be put out, and people panic and parachute to their deaths? In the grand scheme of things, I think you'd loose more lives than you save.

Parachutes are a lot more dangerous than stairs are. Everyone knows how to use stairs, not everyone knows how to use a parachute. People would panic and go for the parachutes believing them to be safer, when in fact even if they managed to work the thing then they could well have hundreds of other people parachuting and landing on top of them, assuming of course they don't smack into the building or get caught/blown into other hazards beforehand. It's very sad about the people who jumped from the WTC, but I think parachutes would have created more deaths had they been there.

Because of the air currents the fires cause, if they could make parachutes that would survive the heat it would just suspone the death by a couple seconds. Designing buildings with glass that could be blown out would be a bigger risk. I don't think anyone will try airplanes again. They know the people on board would fight back now.
