GEt a good VirusScan program and learn a lot about Spyware and Malware programs.
Get Adaware, Spybot and AVG (all are free).
Learn how to update and run them WEEKLY.
Learn about your Firewall, and turn it on.
Learn about Spam, Pfishing and Scam sites.

Yes, before you get a good internet connection, you must know the best internet connection for you, and how much bandwith it can withstand.
Mostly reccommended is Insight. It's good, cheap, and it's really commonly used. It's also real fast, so you should probably give insight a shot
