you can all of your files like pics, videos, office files and other database files, but you can't make a backup of your installed programs in windows, they do not allow this feature as it goes to piracy, you can just use
Files and Settings Transfer Wizard in Windows Xp or Windows Vista

If your new PC have Windows Vista installed then go here : http://www.microsoft.com/windows/products/windowsvista/buyorupgrade/easytransfer.mspx

If your new PC has Windows Xp go here :
http://www.microsoft.com/windowsxp/using/setup/expert/crawford_november12.mspx

after following all the tips just save your data to your disc or in any external storage.

Your data (pics, songs, documents) can be burned to CD or DVD or you can put them on an external drive for transfer to a new system. As for the number of disks, this depends on how much you have on your system.

As for the applications/programs, most of these will require the installer CDs in order to be reinstalled. Most applications can't simply be copied from one system to another. Installer applications write files into a program directory as well as other locations (i.e. shared DLLs or common files) and the registry. For applications, locate the original CDs and plan for a reinstall.

** Edit **
Just a slight clarification to what Atin Gupta stated on piracy. Most software allows for transferring to another computer as long as completely transfer the product (i.e. don't leave a copy on both systems). You will need to read the license agreement for the particular applications to see what applications allow for this. Running multiple copies almost certainly would violate the license agreement and fall into the piracy realm.

Just copy and paste whatever files/folders/programs you want. I would suggested using a flash stick (thumb drive) rather than a disk though. Disks can break, bend, warp, scratch, etc...

You can do it couple of ways, First way is use Hiren's BootCD 9.3 to boot your computer and clone one hard drive to the other... Both hard drives have to be hooked up to your old comp... Or do it with windows like the other person said, or put it on cd with hd clone....
