11:45am. Greenwich Mean Time (also know as Universal Coordinated Time) is 5 hours ahead of Eastern Standard Time. So take 16:45 and subtract 5 and you get 11:45.

4;45 pm is correct. From noon on you count each hour as 12, 13, 14, 15. All the way to 2400 which is midnight.
