I was told It could be the IS fuse where is that? also the chimes that let you know or lights are on stopped working also any help would be appreciated.

I own a shop, and just happened to have a Haynes Repair Manual for your vehicle. It shows you have two fuse panels, one under the hood, and the other on the side of the dash on the drivers side. The one under the hood, is between the master cylinder & the strut (shock) dome. Your instrument panel lights & the tail lights are on the same circuit, along with the chime that alerts you when the lights have been left on. The panel covers for the fuses, have has identification legends on them, so finding the fuse should be pretty easy. The panel that is on the dash board end (open the passenger door to access) has some extra fuses, and a tool you can use to remove the fuses with. Be sure to replace the fuse with the same amperage in case there is some kind of short that caused the problem. The fuse should be marked on the cover as either "tail lights, or INST. lights". It is very common for this fuse to blow in any vehicle, and you should have no problem finding the correct one. You can always pull them out one at a time until you find the one that looks blown. You can tell it by looking at the metal part that connects the two terminals together will be burned into.

If all the fuses are good and you are absolutely sure of it, I would either check to see if your brightness adjustment switch on your dash is turned to the lowest level first. This used to happen all the time. If the switch seems to work and you cannot brighten the lights, you have to remove it to test for input from the headlight switch to the dimmer switch. If you have power to the dimmer when the headlights turn on and no output from the switch, the dimmer wheel has had it. If no power from headlight switch, it's probably that switch. IF all is okay but no lights, you have a broken wire somewhere further along.
