"Rationalize" is not usually used to mean "use reason." It usually means to create false reasons to justify your actions--and creating those false reasons is often the result of not being able to "reason."
The school shooters, the mall shooters, the church shooters, kleptomaniacs, people with road rage, the "Scott Petersons" of the world--all of them rationalize.
If you could not reason, you would either be insane, mentally defective (as perhaps from birth,) or you would be brain dead.

If by "rationalize" you mean "to pretend that one's desires are caused by impartial reasoning" then I would say that the inability to rationalize would be the inability to pretend that you are impartial when you aren't.

Being unable to deceive one's self would lead to having to face the biases that drive choices. Depending on a person's personality, their morals, and the actions they rationalize on a regular basis this would result in either denial or acceptance. If they accept their biases they would either change their actions and reject their impartiality or they would accept their impartiality and not change their actions. If they couldn't accept their bias they would probably end up in a state of heightened mental conflict, or even psychosis. Nothing like an honest look at yourself, is there?

If by "rationalize" you mean "to think rationally; to use logic or reason" then I would say the inability to rationalize would result in the following steps: we would slowly be unable to do the simplest tasks, as our facilities declined we would fear our previous technological advances and embrace faith in spritual forces instead, revert to a "herd" mentality with a "kill or be killed" pack mentality, and probably face eventual extinction (take your pick - disaster caused by global warming, unchecked disease, primitive warfare, and of course survival of the fittest... our reproductive advantage is our rational mind. without that cockroaches are probably the next most adaptable creatures on the planet!).
