Normally, disks come pre-formatted. However, some don't; including some external hard drives.
If you need to format a disk (whether it is a floppy disk; a hard disk, a CD, a USB drive, or even a digital camera storage card), the procedure is the same:
Atttach the device to your computer if it is not alredy attached (eg, through a USB cable or a card reader).
Open "My computer", and a list of available drives will appear. Right click on the device, and a drop down menu will appear. One of the options is "format".
BEWARE: This is not for the faint hearted. If you accidentally format your hard disk (usually drive C), you will remove everything off your computer. Windows XP or later makes it hard to do this.
If the device has not yet been 'initialised' (that is; prepared for formatting), then "My computer" will not recognise it as a drive, and you will have to initialise it through the windows device manager. This usually only applies to brand new hard disks; and they should come with detailed instructions on how to do this.
Formatting is useful for wiping old files off digital camera cards. This can be done in the camera as well, through the camera menu system.

What kind of disk? harddisk or is it a removable disk like flash disk?. If it is a hdd then you must format it before you can save data on it. You can slave it and install it in an already working computer the just format it the normal way you'd format a floppy disk.- open my computer and apart from drive C you will see it as either Drive D (if your C drive is not partitioned) If it is, then the drive will be assigned letter E. Right click on it and choose Format Disk option. The system will alert you that you might lose your information,just accept and proceed to format. When it completes it will alert you and your disk should now be ready for use.
If it is a flash disk, do the same. If it does not format,then the memory stick could be spoilt. You can try downloading CD Check software from www.kvipu.com/CDCheck. The software will check your disk and try to repair it

yes a drive must be formated before it can be used..
in general drives already come partitioned..
right click on drive and go to propertied..check whether it is formated(FAT32/NTFS) or unformatted RAW ...
also i hope you are talking about hard disk not compact disc (CD)
