Depends on what "fairy dust" you are talking about...

The innocent fairy dust, is the trail of sparkling material that often follows mythical creatures such as pixies and fairies in general when they are visually represented. Sometimes, this trail is interpreted as being a tangible substance, often imbued with magic powers.

The less innocent is cocaine, other snortable drugs (white in color) which gets labelled with said title of "Fairy Dust". It is also a slang term for crystl meth. More commonly it is an unknown drug, ie a random powdered drug that is really good but you have no idea what it is gets labelled "Fairy Dust", personally I'd call that Russian Roulette, but thats just me

What does Fairy Dust do?

Now whomever said it makes you fly, is wrong. Pixie dust makes you fly.

This is from Peter Pan:

Peter Pan: This won't do. What's the matter with you? All it takes is faith and trust. Oh! And something I forgot. Dust!
Wendy, John: Dust?
Michael: Dust?
Peter Pan: Yep, just a little bit of pixie dust. Now, think of the happiest things. It's the same as having wings.

Therefore, it does nothing but make soap.

As with most things folklorish, it depends on who you ask.

If you ask anyone who has seen/read Peter Pan, they will tell you it makes you fly if you think happy thoughts.

If you ask a kid with a sugar addiction they'll probably tell you what it tastes like.

It's also a euphemism for any sort of powdered drug - cocaine, etc.

In older folklore though it was generally believed to have a narcotic effect or perhaps induce attraction to a specific individual.
