ive tried running on safe mode and do system restore but it doesnt fix my problem.
is it possible that it is a virus? and that me modifying some data in mmc has nothing to do with the problem.

Restart your computer and re-boot in Safe Mode and run System Restore that way.

There are two ways of booting in Safe Mode:

1- Once logged onto your computer, select Turn Off Computer, select Restart then you should be given an option to Restart in Safe-Mode.
2- Reboot your computer and at the Bios load up screen, press F8. This will bring you to a screen asking if you want to load Windows Normally, in Safe Mode or in Safe Mode with Networking. Select Safe Mode.

The only draw back is that in order to complete a full System Restore function, you must be the Administrator on the computer. If you are unable to log on as the Admin, you will need to either acquire the log on information or have your IT Admin log on.

Once logged on as the Administrator, roll back the computer (System Restore) to a date before you attempted to install the software. After the computer is rolled back, restart it and you should be good to go.

Ultimately, while it's always a last resort, you can also put in the XP disc and do a Clean Install (re-install XP Pro).

The reason that you cannot install any software application on your WinXp that 's bec. you do not have fully rights to administer your PC. All you have to do is. ... Login as in Administrator account. If in case your Administrator account isn't visible the please try to do the following below.

If you're running XP Professional Edition, you can easily gain access to the Administrator account if you give up XP's Fast User Switching capability and use the classic Win2K-style logon screen, which isn't available while Fast User Switching is activated. To access the classic logon screen, go to the User Accounts application in the Control Panel. From the "Pick a task" list, click "Change the way users log on or off." Clear the "Use the Welcome screen" check box (this action automatically disables Fast User Switching as well) and click the Apply Options button. Then, log on to the system using the classic logon screen, and you'll be able to enter any account name you want to. When you open the User Accounts applet in the Control Panel, you'll see that the Administrator account is now visible

Run some RegistryCleaners!!! for example, download CCleaner from CCleaner.com (hosted on FileHippo.com)...!

CCleaner is great because it combines registry cleaning with crap cleaning, it cleans temporary internet files and cookies, while cleaning the registry of invalid shortcuts and empty registry keys, Active X / Class issues and more. usually when things get errors or you get runtime errors or error programs where they must close, or programs never install or start, its basically a good registry clean which will fix this problem!!

just caught this kinda thing at home last week. Can you go in safe mode? If so you can right click to the program properties and use the security panel to change your permissions.
