Depends on what you're trying to accomplish. Are you looking to report suspected abuse? Are you trying to say that current laws are not being enforced or are inadequate? You also need to know whose jurisdiction it is, are you writing about county or state laws? You want to make sure your letter is going to the official that has the authority to address it. If you post some more comments, maybe can advise you better.
