France. Their culture is second to none, they are so proud of it, the family is considered "the" priority, they are very innovative people, (brilliant thinkers & engineers), teach philosophy in schools from an early age and only go to war when it is actually neccessary. The people will not have their freedom taken, their rights dissmantled, they are, contrary to popular belief, very polite, their history is as incredible as those of England and China and given that todays America very much publicly dislikes them, they would be my choice. However, I tend to feel very warm towards all European countries, they have by far the strongest currency and in business terms are the most efficient continent in the world. ( I trade internationaly so I see alot of how other countries work, forgive me for being a capitalist pig, which I am, I admit that, but I really do think more about freedom and culture than I ever will for business and finiance, which the French seem to appreciate). Also, even though they have a sizable nuclear arsenal, they are by far the least likely to push the button. Life matters in France.

Germany will be the more suitable and the one with more things in common.
The UK wouldn´t "go" with the French character. Neither with the Latins(Spain, Portugal or Italy).

Well it all depends on what you want to do with the alliance, if its trade and have raw materials it would have to be one that could be traded with easily by sea for bulk loads so has to be either Germany are France.
