Normally, you solve inequalities much like equalities - if you can get them into a y < form (similar to y = something), then you can read off slope and intercept from the inequality.

In your inequality, all you have is 6x <= -21. This leads to x <= -21/6, which doesn't intercept the y-axis at all. It also is a vertical line, and vertical lines have an undefined slope.
