In theory, DDR3.
But there are catches.

1. You don't get to choose. You motherboard supports one or the other.
2. They all have the same latency. That means that it takes the same time for a request to be served. Only the serving is faster.
Compare a restaurant with one normal waiter and one on rollerblades. The latter is much faster, but you still have to wait 20 minutes untill the kitchen has prepared your order.
3. DDR3 is more expensive than DDR2. DDR1 is out of fashion.
So your money buys more DDR2 than DDR3. So, what's faster, a computer with 1GB of DDR2 or 512mb (half) of DDR3? Answer: The computer with the larger memory is faster 9 out of 10 times.

DDR3 is the best in every aspect. fast performance in less power.However, there is a little number of motherboards that supports it. becuase it just has been unleashed in the market. make sure your board supports it before you buy. they are quite expensive though.
DDR2 is what is common in the past few years untill the present day. It's what every PC market usualy supplies.
DDR1 will be drawn to extinction soon in my opinion.

DDR3 but you must be sure your computer can use it before you purchase it. If you are looking at new computers and have the option of DDR3, then take it.

if your PC is new one use DDR3, or go for DDR2
