Just sitting in a public place/park & talking is no offence itself, but indulging in obscene activity in a public place is a punishable offence. Section 294 of Indian Penal Code provides obscene acts and songs
Whoever, to the annoyance of others-
(a) Does any obscene act in any public place, or
(b) Sings, recites or utters any obscene song, balled or words, in or near any public place,
Shall be punished with imprisonment of either description for a term which may extend to three months, or with fine, or with both. Now as far the definition of obscenity is concerned the Supreme Court of India in the case of Ranjit Udesh Vs. State of Maharashtra AIR1965 SC page 881 stated the test of obscenity is this whether the tendency of the matter charged as obscenity is to deprave and corrupt those whose minds are open to such immoral influences, and into whose hands a publication of this sort may fall.... it is quite certain that it would suggest to the minds of the young of either sex, or even to persons of more advanced years, thoughts or a most impure and libidinous character.” Any act between two people sitting & even hugging in a public park cannot be said to be held as obscene unless such an act amounts to depravation & corrupting the mind of the people viewing it & it amounts to having immoral influence in their mind. Hugging by brother & sister, mother & son, father & daughter even in public place in no imagination of any sensible & reasonable person will corrupt his mind or have immoral influence in his mind. The local police constable are posted in the public places such as parks, markets etc to keep an eye on the anti-social elements & not on the activities of general/common couples moving or sitting at such places, but these cops are egger to make quick bucks, blackmail young couples even seek bribe from them as in your case even without confirming the relationship between these couples. The intention of the legislature by enacting section 294 IPC was to prevent obscene activities & not to include all activities in public as obscene activities which these cops do. Such matter should be discussed with the local police heads & they should instruct their subordinate to avoid such misuse of power against the general public. If you don't want any one to get involved in any such controversy & even parents involved in it, then these people should avoid moving out in parks & indulging in any sort of activity even though it may be just holding hand, they should meet at their place or in school/college or in library or in canteen or in malls etc but avoid moving in parks & other such open places where these silly cops are roaming. This is the safest way out to avoid any future problems for them

Yes...the police in this country can do what it likes....they are the long arm law, right?
As for that law someone answered with, corrupted and depraved minds love to see everything as corrupt and depraved so these outdated Victorian British laws are kept just so the police can harass and make money and isn't left with nothing to do.
