To me, this is Theft.

Does Anyone Have Evidence that this is Going On?

I don't have an answer, but I sure have a comment. I like my Lexmark printer, but I feel I've been robbed every time I but new ink cartridges. For a low paid community college history instructor, it becomes a serious problem. I've had to give up color copies for my students and use the college black and white printer service to run off my handouts & exams.
I suppose this seems a picky complaint. I just think the cartridge prices are outrageous. Excellent question.
I look forward to answers or actions that may address this.

No the cartridge comes from the manufacturer full, the places you have to watch are Island Ink jet or any other place where they refill the cartridges up at a cheap price and that has been going on for years, when I did that for my company I refilled every cartridge to manufacturers specs. Do it yourself and get a kit hope that helped.

OK, so I gave up with thier games, I use a Continuous Ink Supply System for my Epson. 45 cartridges (600ml) ink for about $40.00 will do me nicely.

They make their money out of the ID chipped cartridges, it's true.....but as for under-filling them, I hope one of the consumer watch organizations gets onto that real soon!

Lexmark and Epson have been sued successfully over this very issue. Just check the web.
