do you think somewhere out there, there is some kind of Government/Council that consist of the brightest Aliens that are handpicked for keeping an eye on the universe?

making sure there is balance in the universe, making sure there arent species trying to take over other planets. or keeping an eye on rogue aliens that have their mind set for universal domination, stuff like that along with politics.

I'd like to hope so. The technology required to operate such an organization would be insane and thus likely out of reach for our generation of generations.

Some might fight ya on this one over the God issue and some kind of Universal Government would be kind of a infringement on his territory as the Supreme Being.

Then you'll get those who take on the game of addition and they try to tell you that God is an Alien (like what the bad guys do in Stargate) and now that we are nearing a point where we are no longer dependent on religion the aliens will soon come to harvest their new workers and slaves. Just like they did with the Dinosaurs a long time ago. I'm not that guy - but hopefully I've summed up every possible koo-koo answer out there for ya...

Personally - I say yes... but it's more Galactic then Universal...

That is the stuff of Science Fiction. Star Wars, Star Trek, Babylon 5, Dune, and thousands of other books and movies have this kind of theme. Star Trek had a do not interfere policy for worlds that did not have space travel. Is that why we haven't found any other intelligences to communicate with? Great for speculation, but until we build better listening devices and actually go out to the stars, it will be just speculation. Keep studying science and learn all about the universe.

Star systems
Small interstellar federations
Galactic empires
Intergalactic empires
Galaxy supercluster empires
Emperor of all the Universe

I wonder how much chance the little guy has of working his way up in that bureaucracy. I also wonder how much the imperial taxes would be for each level. It just goes to show, I guess, that higher levels of federation should tax only the level immediately below them, so that no level is multiply taxed by two or more higher levels, neither of which cares how much the poor fellow has left after paying previous taxation demands. Ah, but I grow political. Sorry.

I'm with Hillhugger on this one. Because of the finite speed of light, the typical interstellar distances effectively guarantee the political independence of each individual solar system.

Just think - why did Britain inevitably lose the American War of Independence? Because of month-long communications and supply lines, that's why. Surely it was only the new system of telegraph cables that enabled Britain to carry on governing India, and the rest of its Empire, for as long as it did.

Well, for interstellar government, it's a ten-year round trip for the man on the spot to report a new problem, then for home base to send him the instructions and/or resources for dealing with it, so it just isn't going to work.

If there is some universal police force, their headquarters would have to be within a few lightyears to do us any good. If the they're in Andromeda galaxy for example, a 911 call would take at least 4 million years to get a response.

I've no doubt there is intelligent life scattered throughout the universe, but unless it's possible to travel faster than the speed of light, or bypass the law of physics as we know them, the tyranny of distant would prevent all but the most limited interaction between alien races.

i believe the universe was perfectly made. in the sense where the creator created the perfect environment for good and evil to co exist. and eventually evil pushes the good into greatness. just like when u feel bad when u see a person getting hurt or killed. we Analise that situation and realize its not the kind of life we would chose for our children. so we change. we change our behavior towards our fellow man and realize, in harmony is the best way to live our lives. harmony with each other and our planet. i believe its inevitable that good will prevail. because it just feels better to be happy!!

Most probably there are such individuals and they ride around in space stretch space ships with coffee and liquor bars in them talking on encrypted cell phones with their cohorts while zipping around to attend this committee meeting and that Intergalactic Conference.
