it depends on your needs. someone who loves gaming or works with graphics definitely has to every two years, more or less. but for a standard user there's no recipe. if you take care of your laptop, formatting it now and then, cleaning it from dust (inside), doing defragmentation and adding some more ram and a larger hd, it potentially can last 10 or 15 years. I have (actually, my father) some 486 laptop still working.
the greater risk is due to the hd, they're designed to have a certain life (a fixed amount of rotations), so if they have a very long life they became unreliable.
anyway, for a regular user, i would suggest 5 years as a normal life for a laptop. but this is because i'm a geek :D

If the programs you need to do don't change, than the laptop that runs them in the first place does not need to change.
If you gotta play the newest game, it's gonna be written for the newest machine, probably a new model every 2 years.

You dont have to, but whenever you have the money and feel yours is outdated enough. 4 years is pretty long nowadays.
