The best way to guarantee your proletariats are unable to communicate with the outside world is to instill endless fear in them. Pay about a third of them to be informants on the rest, and maybe a third of those to be informants on the informants. Terminate someone every week, but always be hiring someone new. Move people around a lot so they can't form lasting social networks. Erect barriers to coordination. Try to get one of them to speak up for him or herself through provocation. Then demote the person publicly. When she (rightly) complains, fire her and the person sitting next to her.
At this point, your proles will respect you and understand the importance of not being seen using the internet. I think you'll be very satisfied with the results.

Many basic routers now have a firewall built in. These firewalls usually have a very simple setting that can block all requests except for E-mail. This would probably be a much cheaper solution than installing software on everyone's computer that they would probably break through anyway.

Ehh well you could install somthing like like X-Stop, or Netnanny type programs on a server.... or you could just cut off all HTTP requests on the router/firewall.
Or create a guest account, with limited privledges.

I have a son in law who is in charge of the computers at a school, and he blocks the games sites and various other sites so it can be done. I would assume there are programmes that do it for you

You can set up a fake proxy server through Internet Explorer and hope they don't figure it out. Call an IT guy and have him do it for you.

setup a firewall solution... you can use the builtin firewall for your router... but this needs an IT guy or someone who knows how to do it... then you can manage it after you learn how
