GWB's administration has a lot of smart people in it. I think the president himself is a very intelligent individual (who, unfortunately, cannot claim public speaking as a forte).
I think that key individuals that the president has chosen to surround himself with have misused their positions to influence national policy to serve their own self-interests instead of the best interests of the United States of America. I'm not an expert on such things, but I'd be inclined to point fingers at Karl Rove and Dick Cheney when discussing matters like this.
Really, I feel sorry for President Bush. He had the opportunity after 9/11 to really unify the country and go after Osama Bin Laden, and he could have had one of the most successful presidencies in recent history. Instead, for reasons most of us can only guess at, he chose to ignore both common sense and the intelligence gathered, and insist upon linking the events of 9/11 with the Iraqi regime. For that, he will be remembered forever, and not kindly.
His attempt to kick-start the mideast peace process after ignoring it for seven years is laughable at best, pathetic at worst.

Depends on who you area and what you believe. If you don't like abortion, then his ban on partial birth abortion would be a positive. If you like your money, then his tax cuts and vetoes would be a positive. You can find positives in anything. World War II was bloody and terrible, but ended the Great Depression; The Depression was a terrible time for Americans, but without it we wouldn't have the lakes and parks built by the TVA and CCC.
