If the seller has made a counter offer to the buyer. Must he wait for a response from that said buyer, before accepting an offer from another potential buyer??

its common courtesy to wait for an answer to the counter but until the seller signs an offer they can take other bids. once they accept the bid they cant take another offer unless the terms of the offer are broken. which is the point of Earnest money

If a seller counteroffers your initial offer, he is deemed to have rejected your offer and made another offer of his own. You should reject the counteroffer flat out, but use caution in accepting another offer until the first is officially declared 'dead' by the signing of a consent and mutual release agreement.

No, no contracts were made, no money changed hands. the seller is not bound to sell it you. He is in the business of collecting money
