Should be written as:-
(y - 2) / (x - 4) = - 2
y - 2 = (-2) (x - 4)
y - 2 = - 2x + 8
y = - 2x + 10

Please note that your equation reads as:-
y - 2/x = 2 and I suspect that this is not what you mean?

Y-2 / X -4 = -2
Y-2 = -2(X-4)
Y-2 = -2X +8
Y = -2X +8 +2
Y = -2X + 10

You can graph the equation
y-intercept form is the easiest to graph so:
y-2/x-4=-2
y-2/x-4+2=0
-2/x-2=y

You just plug in values for x and then get your y for example
-2/(0)-2=y
-2=y
(0,-2)
