if i am writing Colonial New England, do i capitalize "colonial"? same with colonial america

you do not capitalize colonial.

you want
colonial New England
colonial America

colonial is an adjective that is describing New England. the N in New and E in England are capitalized because they are together, a proper noun, and all proper nouns are capitalized

If colonial is being used as part of a title or noun, yes. if it's an adjective, no.
