1. The Legislative Branch spends money. The Executive Branch can ask for money, but the Legislative Branch has to authorize it. Typically the Executive Branch, which includes the Department of Defense, creates a budget and asks Congress for the money. Congress then draws and passes spending bills. As has been noted, Congress also declares war. The President asks for such a declaration. (The last time that was done was in December of 1941.)

2. The Legislative Branch has legislative power. (Duh.) That's the Congress, which consists of the House of Representatives and the Senate.

3. The Judicial Branch (don't confuse it with the Justice Department, which is part of the Executive Branch) is the authority on all things Constitutional. The Executive Branch carries out all the basic actions of government, including waging war, enforcing laws and administering the various agencies which include foreign relations and domestic programs. The Legislative Branch funds all these activities. If either the Legislative or Executive branches carries out actions that are of questionable Constitutionality the Supreme Court reviews the case and makes a decision.

Checks and balances mean each of the three branches has limited authority, and must rely on the passive or active consent of the other two branches to carry out its duties. The President cannot dissolve the Congress, but the Congress can impeach and has the authority to remove the President from office.

1). The legislative branch can declare war, the executive cannot. They also have the ability to overturn vetos that president makes.

2. The legislative branch, which is made up of the senate and house of representitives.

3. Congress (legislative) passes laws. The president (executive) can veto them. The supreme court (judicial) enforces these laws. The president (executive) nominates these judges. Congress (legislative) has to approve them.

I think you should do your own homework instead of trying to lure people in by offering the incentive of 'BEST ANSWER' to people. I know all the answers, but that would defeat the purpose of you learning them on your own. In fact these are easy entry level American Government questions! HAHA! Reverse psychology isn't going to work. I can assure you that I know the answers for sure. Whether or not you believe is of no concern of mine. And if this wasn't homework, why the rigid format? Sure looks like homework to me! If I didn't know the answers, than I'd be in trouble, considering I'm beginning my 3rd year of college, majoring in Political Science.
