To be fair, I should add that I actually did have Phoenix, AZ in mind when writing this, because I have lived there once and loved it - but I now need to find some place else, outside North America (actually, I was kind of hoping Perth or Adelaide/ Australia to be a bit like that. Is it?)

Kauai has blue skies, palm trees, dry climate, red earth, mountains, and an extraterrestrial feeling like a martian oasis... it certainly has abundant lifestyle comforts - it is completely up to US standards (since it /is/ the US). Lots of swimming pools, restaurants (not sure about themes), and plenty of golf courses.
I don't think there are any "big" cities though...

My guess would have been Tucson. Since you said somewhere outside the USA though, uh....hmm. "Bone dry climate" eliminates most places outright so I'd say you'd have to go Middle East/North Africa: Tunis, Rabat, Marrakesh, Tangiers, Dubai...
...plus hey, you'd easily be able to satisfy that tahini raving. Bonus.

Hard to find if you're not going for America. There is no place like that in Australia. Maybe in China or Japan or even India, but that's just a guess.
