1 Section 1: Embryonic stem cell research will be defined as research involving the use of stem cells from a human embryo to study for future regenerative and reparative medicine. Restrictions shall be taken off of federally funded laboratories that practice stem cell research such as allowing the use of donated stem cells from couples who have completed in vitro fertilization and no longer need the remaining frozen embryos.
The Federal government will fund this from the general budget.
This bill will take effect November 1, 2007.

It's not really for or against anything. The statement isn't putting a value or any kind of judgment on stem cell research. It's just saying that as of November 1, 2007, the restrictions on research at federally funded labs will be removed, and the funding will be from the general budget. Although I don't know how a student congress would have any power to do anything about federal funding.

It is FOR federally funded stem cell research. The issue has always been the funding source, never the legality of the research. Recent breakthroughs show that the research can be carried on with adult cells making this point moot..
